Quick answer
Vocational rehabilitation (VR) eligibility addresses an impairment, a substantial employment barrier, and the need for VR services. A diagnosis alone does not decide which services will be funded. Eligibility is also different from priority under an order of selection, which may affect when services begin.
What to do
Request services and ask what is needed to complete your application.
Describe the work barrier and the help you need to prepare for, keep, regain, or advance in employment.
Provide relevant existing records and ask which additional assessment is necessary.
Ask for the eligibility decision, reasons, priority category if relevant, and appeal information in an accessible format.
Limits and deadlines
34 CFR 361.41 ordinarily requires eligibility determination within 60 days after application. It allows specified exceptions, including an agreed specific extension for exceptional, unforeseen circumstances and trial-work exploration.
The regulation defines when an application is considered submitted. Preserve that date; do not assume a first inquiry alone starts every deadline.
Background, examples & sources

Fictional example
