Quick answer
Use the consumer-record process to request your own case file from the California Department of Rehabilitation (DOR). California’s rule provides access upon request and proper identification, subject to specified limits. It also addresses copies and record examination.
What to do
Clearly request your own case record, desired categories, and date range.
Ask for a usable electronic format if that meets your needs and confirm delivery arrangements.
Provide necessary identification or a representative authorization through an appropriate private channel.
Compare the records you received with your request, then list the specific items still missing.
Limits and deadlines
9 CCR 7141(e) says a request to examine an active record must be processed as expeditiously as possible and within 30 days; the outer period is 60 days for a closed record. This case-file access deadline is different from the California Public Records Act's deadline for responding to public-records requests.
Special rules can affect direct disclosure of potentially harmful information. Ask for the written explanation and available access route. A missing document alone does not establish improper withholding.
Background, examples & sources

Fictional example
A consumer requests assessments, case notes, authorizations, and the full email chains about a service request. They separately list a referenced attachment that was not included in the response.
